Cant Connect to Dreamcast online

Alright, so just got this Quake III Arena game and I want to play online. Im using the modem the DC came with and not the BBA. Im goanna be like, crystal clear on what I am doing and I want to know what im doing wrong.

Alright, so I take the phone cable outta my phone, and plug it in back of my DC. Load of Quake and press Internet Game. Then it asks me for all the DNS and phone # stuff. So I put 0.0.0.0 for both DNS's and I put it in my real phone number with the area code. The Local Area and Pulse bubble things at the end are both off. I press Dial and It says Dialing and goes up to like 20 seconds and says ''The line is busy''. I dont know what that means, can somebody please explain how to get passed this?

Quake still works fine online. You need to make sure that you actually have dial-up access. Anything but AOL will work.
